The average number of bankruptcies and deeds of arrangement during the ten years since 1883 is estimated at 7,880, and the liabilities at 8,000,0002. less per annum than those of the previous decade. But, independently of any actual saving to honest traders which may have been effected, the moral influence of the later Act must have been very great. The knowledge that a searching public examination and other possible results will follow the failure to fulfil financial responsibilities has no doubt deterred many thousands from undertaking speculative business which they could not afford, and no doubt the Inspector-General is justified in claiming that " unscrupulous competition by reckless and irresponsible competitors has been greatly diminished." It is not perhaps surprising that the new Act is not popular with debtors; and creditors are likely enough to transfer to it the annoyance they feel when they recover only a fraction of what is due to them. But Sir Couitenay Boyle assures us that there is no evidence of general dissatisfaction on the part of persons actually interested in estates; and though " the professions " (i.e., the solicitors and accountants) still carp at the Act, the Board of Trade decline to regard their opposition "as in any sens a a measure cf public dissatisfaction."
